Ralph Carpenter Roofing does. We’re a family-owned roofing company in Melbourne, with our office at 692 Atlantis Rd Unit #1, Melbourne, FL 32904. Since 2004 we’ve roofed homes and businesses all over the city, from Historic Downtown Melbourne and the Eau Gallie Arts District to the neighborhoods along Wickham Road north toward Suntree. Every job is done by our own in-house crew, and Ralph or William handles each estimate. License CCC1330139.
Melbourne grew out of two river towns (Melbourne and Eau Gallie merged in 1969), so the city has everything from older homes near the Indian River Lagoon to newer subdivisions out west near I-95. Roofs close to the water take more wind and moisture, and every roof in town deals with summer heat, frequent afternoon storms in the rainy season, and hurricane-season wind.
Plenty of houses around Crane Creek and the older blocks near downtown went up well before the Florida Building Code took effect in March 2002, while construction toward Wickham Park and I-95 is generally newer. Homes by the river and the two causeways tend to catch the most wind. We work on architectural shingle, metal, concrete tile, and flat or low-slope roofs.
With our office right here in Melbourne and our phones answered 24 hours, we’re close by when a storm opens up a leak. We handle roof repair for leaks, missing or creased shingles, and worn flashing, and full roof replacement when a roof has reached the end of its life. We’ll walk you through what we found and tell you straight which option makes sense. The City of Melbourne has trusted us with its own buildings too, including the building department and roofs at city parks and community centers.
Inside city limits, the City of Melbourne’s Building Section issues roofing permits through its online system, and the Florida Building Code generally requires one before a roof is replaced. Suntree and Viera are unincorporated, so Brevard County permits those homes instead. If you live in an HOA community, we’ll match its approved roof materials and colors, and we pull the permit ourselves.
Brevard sits outside the High-Velocity Hurricane Zone, which covers only Miami-Dade and Broward, but the state code still sets firm wind rules here. Shingles must be rated for the local design wind speed and fastened as the manufacturer and product approval require. Reroofing an existing site-built home also calls for a secondary water barrier, such as self-adhered membrane over the deck seams, and re-nailing the deck where needed. In the wind-borne debris region, homes insured for $300,000 or more may also need stronger roof-to-wall connections, capped at 15 percent of the reroofing cost.
Those features are what a wind mitigation inspection records on the state’s OIR-B1-1802 form, and Florida law requires insurers to offer discounts for verified features. Ralph Carpenter Roofing was an approved My Safe Florida Home contractor.

Outside city limits, we also serve West Melbourne, Melbourne Village, Palm Bay, Viera, and the beachside towns of Indialantic and Melbourne Beach.
Usually, yes. The city lists re-roofing among jobs that need a permit, and starting without one can bring a penalty equal to the usual permit fee. Since July 1, 2026, state law (HB 803) lets single-family owners request an exemption for some work under $7,500, though not in flood hazard areas, so we check with the Building Section on small repairs.
A Melbourne mailing address doesn’t always mean city limits. We confirm the jurisdiction for every address before applying.
It can. A licensed inspector can document a sealed deck and upgraded connections for your insurer, and the report is generally valid for five years. Ask your agent which credits apply.
